The organization's launch in 1987 was based upon the theme "working together to make a difference” which marked its creation as one of the most positive and historical events for the city of Tampa and Hillsborough County at that time. This theme was indicative of the significant role that each of the original members played in the arena of human and race relations, and that this joint effort would come to be known as a giant step taken to make a difference in the lives of every citizen.

THAP positioned itself as a catalyst for the elimination of disparities in economic and business development; education; employment; housing; health, human and social services; transportation; police and community relations; recreation; resident organization; governmental affairs; and crime prevention.
