Although you do have to pay $15, the grass lots on the north and south ends of the stadium are probably your best bet. If you're bringing friends, $15 won't sting too hard split between multiple people. If you prefer a paved parking lot, the "mall parking lot" (this is where the old Tampa Mall was before it was torn down for One Buc Place) is a great option and is the same price as the grass lots. For the most part, everyone who tailgates for Bulls games parks in these lots as they are close walking distance and fun. There are also houses near the stadium that charge $10-20 to park depending on distance but you do not get the same experience.
Gates for these parking lots typically open four hours before kickoff, so while you're eager to party, don't get there too early or you'll be sitting in the car till the gates open. The actual stadium gates, the ones that get you into the stadium, open 90 minutes before kickoff.
